2027 Marketplace changes · Florida

Cigna, Molina and Sunshine Health are leaving Florida’s Marketplace for 2027. What happens to your plan, who is staying, key dates, and what to check first.

THE DATES THAT MATTERNov 1Open Enrollment startsDec 15pick for a Jan 1 startJan 15Open Enrollment ends

The short version

  • Cigna, Molina Healthcare of Florida and Sunshine Health are not expected to offer Florida Marketplace plans in 2027. Your 2026 plan still runs through December 31, 2026.
  • Healthcare.gov usually re-enrolls you in another plan if yours ends. Check that plan yourself before you accept it: doctors, hospital, prescriptions, then price.
  • 2027 rate increases in Florida are still proposed, not final.
  • Open Enrollment runs November 1, 2026 to January 15, 2027. Choose by December 15 for coverage that starts January 1.
  • If you get a subsidy or have health issues, the Marketplace is probably still your best fit.

Cigna, Molina Healthcare of Florida and Sunshine Health are leaving Florida’s ACA Marketplace for 2027. If you have one of these plans, your 2026 coverage continues through December 31, 2026, but you need different coverage for 2027.

You may be automatically enrolled into another Marketplace plan. I recommend checking that new plan yourself before you accept it, especially your doctors, your hospital, your prescriptions and the monthly premium.

I’m a licensed health insurance agent in Florida. Below is each question this change raises, with a direct answer and the source behind it.

Is Cigna leaving Florida in 2027?

Yes. Cigna is leaving the individual Marketplace in all 11 states where it sells, and Florida is one of them. About 369,000 people are affected nationally. In Florida, both of Cigna’s Marketplace companies, Cigna HMO and Cigna Health & Life, are out at the end of 2026.

This is about Marketplace plans only. If your Cigna coverage comes through an employer, this change is not about you.

The national picture, with all 11 states, is in my post on Cigna leaving the Marketplace in 2027.

Is Molina leaving Florida’s Marketplace?

Molina Healthcare of Florida is not among the insurers that filed 2027 Marketplace rates in Florida, according to the Florida Phoenix’s review of KFF data and ACA Signups’ filing tracker. Molina is also shrinking from 14 Marketplace states to 6 nationally.

I have not found a notice from Molina or from Florida’s Office of Insurance Regulation that says it in plain words. If you’re a Molina member, the letter from Molina is the final word. Read it when it arrives.

Is Sunshine Health leaving Florida?

Sunshine State Health Plan filed to discontinue its Marketplace plans at the end of 2026. Sunshine and Ambetter are both owned by Centene, and Sunshine members are expected to be moved to an Ambetter plan for 2027 unless they choose something else.

Same parent company does not mean the same doctors. Check the Ambetter plan the way you’d check any new plan. The networks are not guaranteed to match.

What happens to my plan if my insurance company leaves the Marketplace?

Your plan keeps working through December 31, 2026. It does not end early. Keep paying and keep using it. What changes is what you do in November and December.

Expect two letters this fall. One from your insurance company saying the plan is ending. One from the Marketplace saying whether you’ve been re-enrolled, and into what. When they arrive, write down three things:

  1. The end date. It should say December 31, 2026. If it says anything earlier, call the company.
  2. The plan you’re being moved to. Company, plan name, metal tier.
  3. The new monthly premium. Compare it to what you pay now. The enhanced subsidies expired at the end of 2025, so many people already saw a jump this year.

Will healthcare.gov automatically enroll me in another plan?

Usually, yes. Healthcare.gov says that if your plan is no longer offered, it will re-enroll you in a plan. That may be another plan from your same company or, if your company isn’t offering anything similar, a comparable plan from a different company.

Comparable does not mean the same. A different company means a different doctor list, hospital list, drug list and price. Here’s the order I’d check it in: your doctors first, then the hospital you’d want to end up in, then your prescriptions, and only then the premium. A cheaper plan that doesn’t include your doctor isn’t cheaper for you.

If you’re not sure how to check a network, here’s how to verify a doctor is in-network. And if you normally let your plan renew on its own, this is a year to look first: when it’s fine to auto-renew and when it isn’t.

Which insurers are staying in Florida for 2027?

The Florida Phoenix, using KFF data, reported that 12 insurers filed 2027 rates for Florida’s Marketplace. Filers include Ambetter (Centene), Florida Blue and its Health Options HMO, Oscar, AmeriHealth Caritas, Capital Health Plan and UnitedHealthcare.

The proposed 2027 increases in Florida range from about 3.9% to 39.1%, depending on the company. They are proposed, as of late September. Florida’s Office of Insurance Regulation still has to approve them, and your renewal letter will show your actual number.

When is Florida Open Enrollment for 2027?

Florida uses healthcare.gov, so the federal dates apply: Open Enrollment starts November 1, 2026. Choose a plan by December 15 for coverage that starts January 1. Open Enrollment ends January 15, 2027, and plans chosen after December 15 start February 1.

If your company is leaving, aim for December 15 so there’s no gap.

Who should stay on the Marketplace, and who might look outside it

I offer private PPO plans, so here’s who should not be looking at one.

  • You get a real subsidy. If the tax credit covers a big piece of your premium, stay on the Marketplace and choose your new plan there.
  • You have a health condition. Marketplace plans can’t turn you down or charge you more because of your health. Private plans ask health questions and may not approve you.
  • You’re pregnant or planning to be. Talk to me before you assume anything, because the right answer depends on your situation.

If you pay full price and you’re in good health, a private plan may make more sense. It’s priced on your health, not your income, and some plans outside the Marketplace don’t run on the Open Enrollment calendar. Not everyone qualifies, and I’ll tell you if it isn’t a fit. The general comparison is in private vs Marketplace health insurance, and the Florida details are on my Florida private health insurance page.

I don’t enroll people in Marketplace plans. If the Marketplace is the better fit for you, I’ll point you to someone who does.

What I’d do this week

  • Check the name on your card. Cigna, Molina or Sunshine Health on a Marketplace plan means you need a 2027 plan.
  • Watch for the two letters.
  • Write your doctors, your hospital and your prescriptions on one page.
  • Call your main doctor’s office and ask which 2027 plans they’ll accept.
  • Update your income on healthcare.gov so your subsidy is right.
  • Put December 15 on your calendar.
  • If you pay full price, ask me for a private quote so you can compare before November 1.

FAQ

Are 2027 Florida rates final?
Not as of late September 2026. Insurers proposed increases from about 3.9% to 39.1%, and Florida’s Office of Insurance Regulation still has to approve them. Your renewal letter will show your actual number.
Can I keep my doctor?
Maybe. Every company has its own network. Ask your doctor’s office which 2027 plans they accept and choose from that list.

If your Marketplace plan says Cigna, Molina or Sunshine Health and you pay full price, text me your county and I’ll tell you whether a private plan is worth comparing.
